Ideally there'll be a balance between:
1) More stamina+confidence => More consistent performance through 4 quarters, but fewer points invested in other attributes/abilities, and
2) Less stamina+confidence => More points invested in other attributes/abilities, but a greater performance decrease throughout a game.

Coordinators need to be forced to manage players with low stamina, even with a 55 man roster.
The Second Wind and Slow Starter VAs, and the play intensity individual tactic, should be legitimate options to consider.

Confidence well below the softcap at the world league level can be better than good, they can be superstars.

Taut, I think you would have to qualify this statement with "depends upon position". For example there are no stars along the Oline or Dline at the WL level with less than capped confidence. The constant struggle to block/break block just wont allow it and makes for a super fast morale spiral if one side gets the upper hand for a series of plays.

That being said, a DB can get away with 30ish conf at the WL level and still perform greatly unless somehow they are targeted a ton and start giving up a lot of passes, but that is very hard to do in the current sim.
