How much do I need to be a starter.

It depends on how bad your team is. If you lose a lot and play higher level players that destroy you every game you need a ton. If you always win and never make too many mistakes you don't need very much.

That is one of the attributes that people still know very little about.

I'd say just train it to 20 because it helps you not fumble against linebackers with demoralizing abilities

i noticed that the *good* hb's that left their build open in AAA or Pro all had at least 20
i believe you do need at least that much to keep the hb consistent

Tea Baggins told me its pretty important because if you get tackled for a loss it starts to effect your game

I don't think I've ever trained confidence (maybe a day or two) and mine is over 20... I think they've just reached that level naturally.

You'll see that Bort states that it's an underrated stat. You'll probably want to get it at least to 25, if not 30.
