How does a cap 16 team get so many players that are above lvl 22?

Sign them at 16. They boost to 19 then they boost at beginning of next season to 22

It happened when Bort did the promotion/relegation's. He's said more than once that even if a team has player above the level cap when they get demoted they can stay on. The idea is that a team of very well built players will beat poor built players even if they are higher level. So if a team of 34s is the worst in the conference they go down to 31 even though all their players are above 34 if will still be competitive because their players suck.

It happened when Bort did the promotion/relegation's. He's said more than once that even if a team has player above the level cap when they get demoted they can stay on. The idea is that a team of very well built players will beat poor built players even if they are higher level. So if a team of 34s is the worst in the conference they go down to 31 even though all their players are above 34 if will still be competitive because their players suck.

If I know the owner of Harajuku Girls (the only team to have beat them in the regular season) he knows how to recruit. Which explains why they beat a team 7 levels lower.

There are a number of planned teams. A potential owner recruits players that are all boosters and are at the perfect level when he receives the team. Many times these teams are planned a season or two ahead of time. All the players are built with specific roles in mind. Teams like that are typically impossible to beat unless you have planned equally as well as they have.
I was a part of a team like that one time (as an agent). I found it to be boring as all get out.
