When you train a stat that is at 10 it takes two trainings to take it to level 11 (or one skill point from your pool of 15). At 20 it takes 3 trainings to get it from 20 to 21. At 30 it takes 4 trainings to get it from 30 to 31.
So if you use your 15 skill points the day you create your player, you go from 15 to 30 skill points into speed. You then train speed on intense every day for the 8 days of Season 9 preseason, 10 days of season 8 off season, and 9 days of season 8 (assuming you created your player on day 31) for a total of 27 days. You will get your player from 30 to 37 (depending on the number of breakthroughs, etc) by day one of the season.
If you don't use your 15 skill points the day you create your player you start with 15 speed on day 31 of season 8. You train on intense for 27 days. By day 1 of season 9 you have increased speed by ~12 or 13 points taking it to 27 or 28. If you were to then drop your skill points you would have 42 or 43 points of speed.
43 > 37. And if you waited until you leveled to level 2 (you already have 900 exp towards level two from creating on day 31) and had trained until 29 or 30, you would be able to drop 20 points into speed and be at softcap by the time you played your first or second game of the season.
Of course it takes slightly more to raise it from 11 to 12 than it did from 10 to 11, but with breakthroughs it will work out pretty much as described.
