If I start a player now and keep him under level 2 for next season can he play Pee Wee or is there any rules about how old the player can be?

As long as the player is level 1, he can sign to a team. Teams get reset each season if there are any players over level 1 signed to an extended contract.

You can't start a player now and have him level 1 at next season....
