A lot of depth, especially at the glamour positions is the way to go.

thank you, and i take it that all those positions need to be filled in a peewee team , right?

And if you are any good, you will need variety at the HB, FB, and TE positions. You need a powerback, a speedback, and a pass catching back. You need a lead blocking FB and a pass blocking FB. You need a Blocking TE and a pass catching TE. You are also going to have to learn how to use the custom positions on the depth chart to allow you to bring in the right personnel at the right times. There's no point in having a pass catching TE build if he is riding the bench on plays where the TE is a receiver instead of a blocker.

I say:

1-2 QBS
3-4 HBS
1-2 FBS
2 TES
4-5 WRS (You probably won't be using the 5WR set very often to start the season, so in order to get enough plays, you'll likely need fewer WRs than in other leagues)
4 OTS
2-4 GS
3-12 CS (Centers make decent backup guards and the best blockers for special teams returns)
3-6 DTS
3-12 DES (DTs and DEs make excellent special teams defenders)
4-6 LBS
4-6 CBS (Cornerbacks make decent returners)
2 SS
2 FS
1 P - this is a tough position... a good team will rarely need to punt the ball early in the season, but it could mean victory or defeat if you are in the playoffs and have to go for it on 4th and long because you never used your punter all year
1 K - another tough position... early in the year a good team will only need the kicker to kick extra points and kickoffs. Later in the season an underleveled kicker could decide the big game.

You need to field a blocking (return) special team and a kicking (defending the return) special team. Punter plus long snapper plus 9 players or returner + 10 players. If you ignore special teams in Pee Wee, you will get scored on before the offense even touches the ball. The returner for the other team might be a powerback type, a speedback type, or a hybrid of the two. The blockers might be built like centers and are easy to get around or they might be built like WRs and are quick, but easy to knock down. You need to watch a few Pee Wee games and try and get a feel for what you want to try.

Then you need a recruitment plan to try and attract players who will build these players to order or at least follow a general plan. WRs and Passing QBs will bitch for the first 5-12 weeks about how ineffective they are (unless they've played in season 7 or 8 Pee Wee), so you need to be able to tell them to keep working on their builds and that the passing game will get better as the season progresses.

Then you need to scout. You never know what you might come up against in the first couple of weeks, so you really need to map out our Offense and Defense AI and have it ready to go for week one. By week 3 you'll need to have a pretty good idea of what the league is bringing and how to stop it. You need to be able to coach your players to make adjustments in build or strategy to be able to stop the QB rollout, the powerback, or whatever season 9 throws at you.

You need to be tweaking your AI throughout the season to bring in plays that will begin working and take out plays that will no longer work. If everyone is stopping the QB rollout, you might need to reduce it in your AI and figure out where the holes are. Don't bother scouting the teams that are getting creamed week after week, but you might need to token boost and scout the teams that obviously know what they are doing.

If you can do all of this, you'll likely make playoffs. From thereon, you'll need to make your own rules.
