I was curious, during inside or outside runs, would it be beneficial to use a center or any other offensive linemen instead of the TE on the line? I mean you can put a lineman in for the custom TE1 or TE2 spot and then use that in the formation. Wouldn't that actually be better than using an actual TE for blocking since lineman are more adapt blockers than tight-ends? If so, then which lineman would be best? Center, Guard, OT?

There is a penalty for playing out of position. The OOP is unknown but we do know that it is small for similar positions and gets worse as the difference between positions increases.

So yes you can use a C as a blocking TE but a blocking TE will always be better in the TE slot.

I had a Guard we used as an extra Blocking TE. It was pretty ineffective.
