Bull. My little FB will have 73 natural strength and carrying by level 27 (strength will be ~80 naturally by level 27 from level-ups), agility and speed will hit 60 and 68 respectively by the time I hit level 45 or so. If you swap carrying and blocking, it's very possible to hit close to OL levels of strength/blocking and still be mobile... the only difference is that you will be a handful of points lower in your primary attributes, due to level-up differences. My level 44 G has 80.5 strength, 80.5 blocking, 74.5 agility and 57 speed natural attributes (292 total). My FB will have very similar numbers when he hits level 44... ~83 strength, ~75 carrying, ~61 agility and ~68 speed natural (287 total). It's not realistic to expect to have the same strength/blocking of an OL player, yet also be more mobile... OL sacrifice some mobility to achieve those numbers in strength/blocking... FB/TE sacrifices some strength/blocking to achieve decent mobility.
You built your FB like a lineman, which is fine as an inside blocker, but that is the role you have built for him. If you want to also be able to effectively block outside , you have to sacrifice some of that blocking ability to be more mobile.
