This is actually not entirely true. The reason so many pee wee teams can't pass is because most people building a WR work on SPEED to begin with. Everyone wants the fastest WR.
If some folks would actually focus on the possession aspects of receiving to begin with they would still have time to produce a good speed wr with high quality possession ability (provided that they boost eventually).
